Welcome to the National Organisation for the Certification of Qualifications & Vocational Guidance (EOPPEP)
EOPPEP is the National Organisation for the Certification of Qualifications and Vocational Guidance, an all-encompassing statutory body investing on better quality and more efficient & reliable lifelong learning services in Greece.
EOPPEP operates under the supervision of the Minister of Education, Research and Religious Affairs and is seated in Athens. It has derived from the amalgamation of three national bodies, all under the supervision of the same Ministry: the National Centre for the Accreditation of Lifelong Learning Providers (EKEPIS), the National Organisation for the Certification of Qualifications (EOPP) & the National Centre for Vocational Guidance (EKEP).
EOPPEP is one of the first organizations of the broad public sector in Greece Certified for Excellence, according to the internationally recognised EFQM Excellence Model (The European Foundation of Quality Management). In particular, EOPPEP has been certified for the 1st Level of EFQM Committed to Excellence recognition.
The newly established national authority, the National Organisation for the Certification of Qualifications and Vocational Guidance (EOPPEP), corresponds to the pressing need of creating and maintaining a holistic and interrelated policy framework for the development of lifelong learning and certification of qualifications in Greece, linking with the open market and responding to the needs of the citizens, a central issue in EU policy.
Our mission is geared towards linking VET with labour market needs, upgrading people’s occupational qualifications, reinforcing their employment perspectives and strengthening social cohesion.
EOPPEP develops and implements comprehensive national systems for the accreditation of non-formal & informal learning and provides scientific and technical support in designing and implementing the vocational guidance national policy, as well as the provision of such services in Greece.
EOPPEP aims at quality assurance in:

inputs: accredited Providers implementing VET programs, developed upon accredited standards & specifications, based on accredited occupational profiles, employing accredited Trainers for Adults, with the aid of accredited Support Services Professionals for social vulnerable groups,

outputs-learning outcomes: accredited knowledge, skills and competences acquired via non-formal & informal learning pathways and certification of qualifications,

vocational guidance & counseling services: viable services & tools for supporting citizens of every age, as well as educational information tools according to the latest ICT applications.

EOPPEP aims at implementing a national quality system in the area of non-formal education drawing upon European and international experience. Availability of adequate and consistent data and indicators is the key to understanding the components of Vocational Education and Training, in order to strengthen lifelong learning and to assess in qualitative terms the progress in LLL development and promotion.
The design of the National Framework for Quality Assurance in Lifelong Learning (π3) is in alignment with the recommendation of the European Parliament and Council 2009 / C 155/01 of June 18 in order to establish a European Reference Framework for quality assurance in Vocational Education and Training.
EOPPEP is the National Reference Point for Quality Assurance in VET and represents Greece in the European network for Quality Assurance in Vocational Education and Training (EQAVET).
The European Network EQAVET is a community of practice where members and national experts exchange information and experience in open discussions, initiate a process of mutual learning and consensus building for the development of common principles, reference criteria, indicators and tools for quality improvement in VET, as well as the implementation of the Reference Framework, reach shared results and solutions in the development of guidelines and criteria for quality assurance, embedding a culture of quality improvement and a sense of ownership in implementing across Europe the Reference Framework (EQARF), which was created with the Recommendation of the European Parliament and Council in June 18, 2009. This community of practice leads to higher levels of cooperation and synergy within and across EU Member States on quality assurance related issues.
European Quality Assurance in Vocational Education and Training (EQAVET) brings together the EU Member States, the Social Partners and the European Commission to develop and improve quality assurance in European VET systems within the context of the implementation of the European Quality Assurance Reference Framework by:
- assisting the Member States in developing effective approaches to support the implementation of the Reference Framework,
- developing a culture of quality, to be embedded at European level and other levels with the help of the Quality Assurance National Reference Points and other Network members,
- supporting the Member States and the European Commission in the monitoring and implementation of the Reference Framework within the context of the Education and Training 2020 Strategy,
- supporting the quality assurance dimension of work in EQF and ECVET.

Accreditation/Licensing of Providers of non-formal education
EOPPEP accredits and licenses Providers of non-formal education encompassing initial and continuing vocational training upon legislated criteria for infrastructure, trainers & curricula, as well as enacted specifications for the organisation and operation of the provider, employed staff and provided services.
EOPPEP licenses Freel Studies Workshops (EES), which provide services of non-formal education in a wide spectrum of learning options.
Additionally, EOPPEP licenses Private Vocational Training Institutes (IIEK), which provide services of initial vocational training in a broad range of specialities, aiming at the integration & reintegration of learners into the labour market, their professional mobility and development, as well as their personal development.
EOPPEP accredits Vocational Training Centres (KEK), which provide services of continuing vocational services complementing, updating and/or upgrading knowledge, skills and competencies of the labour force aiming at the integration & reintegration of learners into the labour market, job security and professional as well as personal development.
EOPPEP accredits Special Centres, which provide comprehensive services of training and support to social vulnerable groups and especially, to people with disabilities and ex-drug addicts, aiming at their social and professional integration.
Accreditation of Occupational Profiles & Curricula standars:
EOPPEP accredits occupational profiles with the active contribution of the social partners in the process of their development. An occupational profile is defined as the job functions and the required knowledge, skills and competencies for exercising an occupation or speciality.
Based upon accredited occupational profiles, EOPPEP is planning to develop standards and specifications for modularised curricula with credits.

National Qualifications Framework (NQF) & Certification of Qualifications
National Qualifications Framework (NQF)
EOPPEP is the statutory body for the development and implementation of the Hellenic Qualifications Framework (NQF) in correspondence with the European Qualifications Framework (EQF).
Additionally, EOPPEP is the National Coordination Point for EQF in Greece (NCP).

Certification of Qualifications
EOPPEP develops the regulatory framework for the certification of qualifications, i.e. the learning outcomes of non-formal education and informal learning, in response to labour market needs and priorities and in liaison with the accreditation of inputs, i.e. providers, trainers, occupational profiles and curricula standards.
EOPPEP's current fields of responsibility are the certification of the qualifications listed below and the licensing of awarding bodies, as follows:
- Development of a National System for the Certification of Qualifications
Designing and developing a national system for the certification of qualifications is EOPPEP’s principal policy priority in the field of lifelong learning (LLL), comprising the following key areas of responsibility:
- Development of a model system for the accreditation of outputs and setting the respective legal framework. Designing a system for the recognition and certification of qualifications acquired via non-formal and informal learning and establishing the framework for licensing awarding bodies.
- Inspection, monitoring and evaluation of awarding bodies.
- Implementation of certification processes by EOPPEP.
The National System for the Certification of Qualifications aims at:
- certifying those qualifications for which a state interest is attested and those which reinforce employment,
- assuring the certified qualification corresponds to the specifications set in the respective accredited occupational profile and the accreditation/certification process is in compliance with set standards and criteria
- providing equity and open access to qualifications, irrespective of the learning pathway and regardless of the way learning outcomes have been acquired.
Accreditation/Certification procedures:
- Accreditation of Vocational Training & Certification of Vocational Training Institute (IEK) Graduates
The accreditation of vocational training and the certification of the vocational training institutes (IEK) graduates embeds a national accreditation exam procedure conducted at national and regional level and based on the vocational training exam regulation framework per speciality.
EOPPEP organises at national level the accreditation examinations for IEK graduates of all specialities. Upon successful examination results, IEK graduates are awarded the Vocational Training Diploma recognised both in Greece and in EU member states (for lower secondary education graduates) or the Certificate Level I (for upper secondary education graduates).
- Certification of the teaching qualification of Trainers for Adults of non-formal education
Trainers for adults are required to possess a teaching qualification awarded upon accreditation in order to fulfill eligibility conditions for public funded non-formal education programmes, pursuant to Law 3879, article 19.3 (GOG 163/A/21.09.2010) on “Development of Lifelong Learning”.
Developing and implementing a comprehensive and innovative accreditation system for the teaching qualification of "Trainers for Adults of non-formal education", including the unification of registers in operation, responds to new social, economic and educational needs:
- gearing the education system to learning outcomes,
- linking education content to labour market & reinforcing social partners’ role in human resources development,
- expanding trainers’ field of activity into initial & continuing vocational training as well as non-formal education, including adult education,
- updating knowledge, skills and competencies of trainers for adults.
- Certification of 'Private security personnel" in cooperation with the Centre for Security Studies (KEMEA).
EOPPEP is in close cooperation with KEMEA for the certification of "private security personnel".
In this direction, the new speciality for "Private security personnel" has been legislated (Government Official Gazette 1715/17-05-2012) and is addressed to compulsory education graduates (lower secondary education graduates) and entails a six-month vocational training programme attendance accompanied by the accreditation exam procedure for the certification award.
Additionally, the regulatory framework pertaining to the certification of professionals who do not possess a recognised occupational title has been enacted (Government Official Gazette 2160/18-07-2012).
- Accreditation of Awarding Bodies
EOPPEP currently accredits Awarding Bodies certifying computer skills upon legislated criteria and specifications. The accredited awarding bodies conduct the evaluation procedure in examination centres via an automated exam system and award the certificate for computer skills.
EOPPEP plans to develop a system for the accreditation of awarding bodies certifying knowledge & skills in additional areas of expertise.
