THE NATIONAL ORGANIZATION FOR THE CERTIFICATION OF QUALIFICATIONS & VOCATIONAL GUIDANCE – EOPPEP, supervised by the Ministry of Education and Religious Affairs, acts as the National Euroguidance Centre of Greece, member of the Euroguidance Network since 2000 (following the activities of the former National Centre for Vocational Orientation – EKEP). EOPPEP as Euroguidance Centre of Greece implements actions co-funded by the European Commission, contributing to the promotion of the European dimension in guidance and the introduction in the Greek counselling and guidance system of issues that relate to mobility for learning purposes in the EU and the latest career guidance developments. Euroguidance Centre of Greece actions include: 

  • Up skilling activities for guidance professionals (Seminars/trainings, meetings and conferences)
  • Guidance studies, tools & practices, handbooks & publications.
  • Mobility Informational material.
  • Publicity activities and joint actions with other European networks at national level to inform students, young people and the general public. 

Target Groups benefiting from the Euroguidance Activities of EOPPEP:  

  • Guidance practitioners, career development advisors, teachers, trainers, information officers in education, training and employment sectors.

  • National Database of Learning Opportunities “PLOIGOS” http://ploigos.eoppep.gr The Greek National Database of educational opportunities called " PLOIGOS ", developed in 2009 by the Euroguidance Centre of Greece, provides information to Greek and European citizens (students, job seekers, parents, guidance counsellors, teachers etc.) about learning opportunities of all types (General Education, Vocational Education and Training, Special Education etc) and levels of education in all geographical regions of Greece. The database contains more than 13.000 educational opportunities which are regularly updated with the participation of educational opportunity providers. PLOIGOS is connected to the European Portal for Learning Opportunities and Qualifications in Europe http://ec.europa.eu/ploteus/en promoting educational mobility throughout the European space. PLOIGOS is currently further developed within the 2014 - 2016 Euroguidance activities of EOPPEP (project “Euroguidance National Databases for Learning opportunities» 386400-LLP-1-2013-2-GR-KA1-EUROGUID). 
  • The Interactive Guidance Portal for adolescents and youngsters www.eoppep.gr/teensThe Portal was developed by EOPPEP at the end of 2012 is widely used by students, young people and guidance practitioners. Friendly career tools enhance the access of more users to guidance in the field of education, such as: Digitized interest, values and decision making tests, E-portfolio development Tool available also in English language, “Ask the counsellor” section, Thematic information catalogues and Useful Links. Soon you can find the Real Game for adolescents aged 12-15 and 15-18 and also Videos for professions and basic skills.
  • The Lifelong Career Development Portal http://e-stadiodromia.eoppep.gr/ The newly developed Lifelong Career Development Portal is supported within the activities of EOPPEP as the Euroguidance Centre of Greece, providing innovating services for career development and mobility information targeted to adults of all ages (Digitized career tests, E-Counselling Services, E- Lifelong Career Portfolio Development Tool, Career & Mobility information Resources, Career Management Skills Section).

In the framework of the new policy in relation to Lifelong Learning, and within the National Network of Lifelong Learning, E.O.P.P.E.P.  is one of the administrative bodies for lifelong learning regarding its responsibilities linked to counselling and career guidance. Counselling and/or Career Guidance providers are also part of the National Network of Lifelong Learning as the relevant bodies providing lifelong learning services.

At national level, E.O.P.P.E.P. is responsible for:

  •      providing scientific and technical support to the relevant stakeholders in the Ministries of Education and Employment in designing and implementing a National Policy on Guidance and Counselling,
  •      the development of communication and coordination of actions taken by private and public counselling and guidance service providers, aiming at the improvement of existing services,
  •      the education, initial and continuous training of counselling and guidance practitioners, in collaboration with/or supplementing those provided by current training services in the relevant Ministries of Employment and Education,
  •      defining the conditions and rules under which guidance and counselling services should operate, the relevance and adequacy of counselling and guidance practitioners’ qualifications and keeping the relevant registers,
  •      designing and implementing actions of counselling and guidance supporting the work of counsellors and of lifelong support of citizens for development and career management,
  •      participating in the formulation of standards, rules and procedures for quality assurance consulting services and guidance under the National Quality Framework for lifelong learning.
 At European level, E.O.P.P.E.P. is:
  • -  the National Euroguidance Centre, member of the Euroguidance network, with the support of the Lifelong Learning Programme,
  • the national body representing Greece in the European Lifelong Guidance Policy Network – ELGPN, established by the European Commission in 2007.

-    counselling and vocational guidance practitioners, career development practitioners in education, training and employment in public and private sectors,

-    public and private stakeholders providing counselling and vocational guidance services in the areas of education, training and employment,   

-    interested citizens (school and university students, parents, the unemployed, professionals etc that seek information about counselling and vocational guidance services and learning, employment and mobility opportunities,

-    all members of the Greek society as potential beneficiaries of quality counselling and vocational guidance services at regional and national level.

Welcome to the National Organisation for the Certification of Qualifications & Vocational Guidance (EOPPEP)

EOPPEP is the National Organisation for the Certification of Qualifications and Vocational Guidance, an all-encompassing statutory body investing on better quality and more efficient & reliable lifelong learning services in Greece.

EOPPEP operates under the supervision of the Minister of Education, Research and Religious Affairs and is seated in Athens. It has derived from the amalgamation of three national bodies, all under the supervision of the same Ministry: the National Centre for the Accreditation of Lifelong Learning Providers (EKEPIS), the National Organisation for the Certification of Qualifications (EOPP) & the National Centre for Vocational Guidance (EKEP).

EOPPEP is one of the first organizations of the broad public sector in Greece Certified for Excellence, according to the internationally recognised EFQM Excellence Model (The European Foundation of Quality Management). In particular, EOPPEP has been certified for the 1st Level of EFQM Committed to Excellence recognition.

The newly established national authority, the National Organisation for the Certification of Qualifications and Vocational Guidance (EOPPEP), corresponds to the pressing need of creating and maintaining a holistic and interrelated policy framework for the development of lifelong learning and certification of qualifications in Greece, linking with the open market and responding to the needs of the citizens, a central issue in EU policy. 

Our mission is geared towards linking VET with labour market needs, upgrading people’s occupational qualifications, reinforcing their employment perspectives and strengthening social cohesion.

EOPPEP develops and implements comprehensive national systems for the accreditation of non-formal & informal learning and provides scientific and technical support in designing and implementing the vocational guidance national policy, as well as the provision of such services in Greece.

EOPPEP aims at quality assurance in:

  • inputs: accredited Providers implementing VET programs, developed upon accredited standards & specifications, based on accredited occupational profiles, employing accredited Trainers for Adults, with the aid of accredited Support Services Professionals for social vulnerable groups,

  • outputs-learning outcomes: accredited knowledge, skills and competences acquired via non-formal & informal learning pathways and certification of qualifications,

  • vocational guidance & counseling services: viable services & tools for supporting citizens of every age, as well as educational information tools according to the latest ICT applications.

EOPPEP aims at implementing a national quality system in the area of non-formal education drawing upon European and international experience. Availability of adequate and consistent data and indicators is the key to understanding the components of Vocational Education and Training, in order to strengthen lifelong learning and to assess in qualitative terms the progress in LLL development and promotion.

The design of the National Framework for Quality Assurance in Lifelong Learning (π3) is in alignment with the recommendation of the European Parliament and Council 2009 / C 155/01 of June 18 in order to establish a European Reference Framework for quality assurance in Vocational Education and Training.

EOPPEP is the National Reference Point for Quality Assurance in VET and represents Greece in the European network for Quality Assurance in Vocational Education and Training (EQAVET).

The European Network EQAVET is a community of practice where members and national experts exchange information and experience in open discussions, initiate a process of mutual learning and consensus building for the development of common principles, reference criteria, indicators and tools for quality improvement in VET, as well as the implementation of the Reference Framework, reach shared results and solutions in the development of guidelines and criteria for quality assurance, embedding a culture of quality improvement and a sense of ownership in implementing across Europe the Reference Framework (EQARF), which was created with the Recommendation of the European Parliament and Council in June 18, 2009. This community of practice leads to higher levels of cooperation and synergy within and across EU Member States on quality assurance related issues.

European Quality Assurance in Vocational Education and Training (EQAVET) brings together the EU Member States, the Social Partners and the European Commission to develop and improve quality assurance in European VET systems within the context of the implementation of the European Quality Assurance Reference Framework by: 

  • assisting the Member States in developing effective approaches to support the implementation of the Reference Framework,
  • developing a culture of quality, to be embedded at European level and other levels with the help of the Quality Assurance National Reference Points and other Network members,
  • supporting the Member States and the European Commission in the monitoring and implementation of the Reference Framework within the context of the Education and Training 2020 Strategy,
  • supporting the quality assurance dimension of work in EQF and ECVET.
